The main objective of the Qualitas Project is to enhance the effective provision of spoken language interpretation in legal proceedings in EU Member States when suspects, defendants, witnesses and victims of crimes are not proficient enough in the language of the court to ensure that their procedural and civil rights are respected. By achieving this goal, the project will contribute to the “the development of the European Union as an area of justice for all, based on mutual recognition and mutual trust, ensuring legal certainty for citizens, consumers and businesses in claiming their rights within, and across, national borders” as foreseen in the mission statement of the EU's Directorate-General for Justice, Freedom and Security.
